Agreed. That similar wording has been in CT regs for years (and I've been trying to tell you guys that), and I've had CT residents ask permission to bring in adopted TURTLES, some of which were so screwed up there's no way they could survive outside for a month on their own, let alone threaten a person or native wildlife. All were DENIED by the state - not even given a chance to fill out a form.
