Preexisting law remains in effect. CT already had some pretty restrictive laws. HR6552 has dropped all reference to reptiles on its banned list. Any laws that were already in effect must be observed. The only change for reptiles is a provision relating to disposition of animals (including reptiles) that are already being held ILLEGALLY... under current law. HR6552 does not add any new restrictions to reptiles that are being held LEGALLY in the state of CT. ALL REPTILES HAVE BEEN DROPPED FROM THE BANNED LIST OF HR6552.
I am not an attorney, but I do have quite a bit of experience with this kind of stuff. This is my reading. I know it is confusing the way CT handles amendments. When they update the HR6552 document with all the new amendments it will be much easier to read. We will soon put out an email blast that will explain how the whole thing unfolded.
