Ha! The little bastard came back. I went into my shed just a few hours after placing the garter snake in the garden and I found him in another mouse cage. This time, he had a mouse in his mouth. No constriction. The mouse was thrashing about a bit. I thought I'd try and save the mouse so I opened up the cage and pulled the snake out. He didn't let go of the mouse. I put him in a bucket. He had the mouse's head in his mouth. Withing several seconds, the mouse stopped thrashing so i let him finish his meal.

This little guy has obviously learned where the easy meals are. Until I figure out how to solve the problem, he's going to be residing comfortably in my snake room.
