1:4 is the most I would put in a 55 gal. When the babies wean, you should separate them in 5s to other enclosures. If each mom has 10 babies, that's another 40 rats in that tank. Think about it.
Cheap solution: For my rat colonies, I use the 90L long Sterilite totes, the ones without wheels. I'll keep 10 offspring in each until they reach medium size. The totes cost $8 each at Wal-Mart. Add a few extra bucks in there for wire mesh and ties.
The more room breeders have, the less stressed they are and the litters are bigger and healthier.
