Are they fiber glass or plastic?



Either way you can use OSB or MDF and cut out a patch using the end as a template. Cut it so it will fit inside the end. Then use fiberglass tape and resin to fill the joint for a water tight seal. Paint with a product designed to be submerged and for fiberglass resin coatings. Bingo your done...



I would go one step farther and lay a bead of caulk between the bedliner and the panel before screwing it from the outside. I would also use machine head wood screws for clamping power.
