Problem heating new tank

I have a 29 gallon tank that i'm setting up for a new ball but i've been having problems heating it. It came with a used UTH which didn't have adhesive so i bought a new one for a 30-40 gallon tank. It feels hot when i move the bark but the thermometer only says the "hot" side is 78 and the cold is 74. Any ideas on why it's not getting hotter?
