where is your thermometer? is it on the side of the cage or directly over the heating pad? Also, does the tank have a screen lid? You probably loosing most of your ambient heat through the screen.

Whats best for measuring surface temp is a temp gun..and digital thermometers with probes are great for surface and air (can dangle the probe mid tank or tape it to the side (disadvantage is these probes tend to need at least 15 mins to react the current temperature). Temp guns are point and shoot..but not so good with air temps
