It explicitly bans import, as you have read. Possession also. What they mean by trade between the continental US is interstate sales--the reason the term states of the united states is not used is that we do not have 50 states--rather 46 and four commonwealths (VA, PA, KY and MA)--a fact that is not well known and could cause confusion later--thus, "continental US" is used, and Alaska would be covered under "possessions of the US". Breeding is forbidden by using the term "eggs".
