I forgot...by import, they do not necessarily mean from a foreign country...by crossing state lines you are technically exporting an animal from one state and importing it to another. For instance, here in West Virginia, I need a health certificate to "import" my animals in legally from the herp shows in PA or OH. It's pretty much a pain in the you-know-what.
