While I don't share your political views, you are correct about using fear. Appeal to fear (and other emotions) has been widely used throughout history and is commonly mentioned in the study of logic. The problem is when society doesn't value free thinking or educate people to be able to think freely. Then appeals to our basic emotions rather than logic and intellect will always win.
