I had a hard time reading the letter, but from what I gather there isn't any support by those making decisions to accommodate you or to change the ordinance from 2 ft. to a larger size allowed.
None allowed that may grow larger than two feet is a ridiculous limitation. Very few snakes would meet that criteria, and almost none commonly kept in captivity. Those micro species that would be allowed have such a specialized diet as to not make practical captives.
The part where the writer mentions the stories in the media of snakes escaping into neighborhoods and becoming a problem simply reinforces my argument that the issue is entirely a cultural one.
The key is education. This goes deep into the Anglo Christian Protestant psyche. Lets move from the Dark Ages.
