Disconnect the controller from the heat cable and plug a incandescent light bulb or heating pad on high into it and put the controller sensor by the heat source. It should turn the device on and off as you place it near the heat. If not it may be the sensor on the controller, or the controller itself.

If the controller works good, plug the heat cable directly into the wall and make sure it heats up throughout the entire cable.
