There's an excellent book called "Your Inner Fish" that covers stuff like this. I highly recommend it.

I have no doubt some rare genetic problem could cause a snake to have some type of rudimentary limb, but imo this is either a case of a doctored photo or an eaten lizard's leg poking through the skin.
