I believe they are illegal to keep in NC whether they are from NC or anywhere else such as NJ. They are listed as a species of special concern. So I would be carefule about living in NC and telling everyone about your NC Pines unless of course you have a permit to keep them which are difficult to obtain...usually only reserved for educational institutions etc. I live in NC and used to breed NC Pines but once the regs came in I got rid of mine even though mine were grandfathered in and as an educator I could have kept them.
