This topic comes up on occasion in other forums I attend and some people find great use for them. I unfortunately do not recall specific programs, but they are out there, just keep looking. Perhaps someone here will offer some specifics.
From what I gather from these discussions is that it's nothing more than a fancy spreadsheet. So if you are familiar with something like Microsoft Excel, you could set up something quite similiar, and perhaps even more tailored to your specific means. For me, I don't find it convenient to keep my records on computer. This might change if I ever get a laptop, but for now, I prefer, and like, to keep my records on simple lined looseleaf paper in duotangs (my wife tells me this is Canadian teminology... it's basically a folder with tabs to hold the paper by the ringholes. My notes sometimes get quite excessive and detailed and I can imagine it could get quite jumbled in a fixed computer program/text field.
I hope someone here has a more firsthand opinion to offer
Ian
