Very important to get it to a REPTILE vet soon as possible.It sounds like fungus which is highly lethal and infectious!!How long have you had the dragon,and has it ever had antibiotics?Antibiotics can kill the good bacteria in the dragon and allow fungus to grow...hope it's not fungus...you can google bearded dragon fungus[yellow fungus is the name but it can be different colors] and there will be some info.Let us know how he does.
