Ceramic heat emitters

It seems like my ceramic heat emitters are raising my ambient tempature. I have a dimmer hooked up but no matter how low i set it both sides of the cage seem to heat up about the same. Of course it is hotter directly under it, but everywhere else heats up more than i want it to
