While it is very likely that the snake was neglected before the owners got it I agree with you that the state of the enclosure is inexcusable. Yes, I admit that my water dishes are not always spotless and you can't always prevent your animals from filling the dishes with whatever the tank substrate is but seriously, that's just a cup of moist soil.
