If it is a bill being introduced into the US House, then it is a national issue and not a local issue. How obvious is that one? Also, as for contacting other congressmen and women, if they are on that committee or sponsors of the bill, then it makes sense to contact them with your opinion, although it won't have much of an impact on them. In that case, it is your own Congress people that need to be contacted and made aware of the bill.
