heating vision cages

What recomendations does anyone have to heat vision cages. I have the cages in a room that averages about 70 and I can not get the cages above 77 on the cool side of the cage. I have the recomended 65w bulbs and uth set at 95 with reastat. I even closed the vent on the back to prevent heat from excaping. thanks for any help.
