Did he explain at all WHY he suddenly chose to ship via USPS instead of Fedex? In my opinion, since his lapse could result in the death of the snakes and federal charges brought against you, especially since you wanted them shipped Fedex, it should be his/her responsibility to contact USPS and make them aware of the situation. This could lead to them finding the package sooner, thus hopefully insuring the snakes are alive, and absolving you of responsibility.
