This is very odd. The two most common causes popped to mind, but you've ruled them out; too wet or burns. If you are confident that these conditions were never present, then it is something else. Have the cages always been reasonably clean? Any history of mite infestations? Are these wild caught animals?



If there are no obvious causes after a bit of investigative work, then you need to get a little more detailed with proper diagnostics via a vet. The first they they might want to do is to look at (and probably culture) the material within the blisters. Bacteria, parasites, or fungus present? Blood work will hopefully tell you how this is affecting the snake systemically.
