Mike, you are correct they are both safe under perfect conditions in useing them, I have never worked in perfect conditions though and to someone not familiar with table saws and blade binding I think the belt driven is much safer, the belt tension can be adjusted on some of the better models and make for less kickback and much safer. Just my 02 on being a carpenter for 30 yrs. Either way be safe.
