Additional question, any reason why details surrounding S373 were left out?
Most importantly, I agree with Larry (LarM), a mention of "burden of proof" was made in the paper with regards to a court case, I see no proof to back the statement that this legislation will have any effect on the environment.
An occasional released pet is more than what's needed for a non-native species to become established in the wild, especially in the case of reclusive animals such as the Burmese python and in an area as large as the ENP. A mass introduction such as the damage caused to importation facilities by Hurricane Andrew would do the trick however.
