What you are seeing is most likely a difference in the distance to spot ratio (D:S ratio).



On the PE-1, the D:S ratio is 1:1. At one inch away, you are reading a one inch spot. At 6 inches away, a 6 inch spot.



On our PE-2 unit, which also has a laser (the laser has no effect on the reading, regardless of brand), the D:S ratio is 6:1. That means at 6 inches away, you are reading a one inch spot.



So using both units to measure from 6 inches away, the PE-1 is giving you the average of a 6 inch area, while the PE-2 is reading just the center, a 1 inch area. Under a basking spot, that center inch may indeed be hotter than the surface 5 inches away.



Make sense? I am guessing the Ryobi unit has a different D:S ratio, and so you are measuring different actual areas.
