I don't have any experience with breeding scrubs, but for reptiles in general, and specifically boids, sexual maturity is determined by size. The powerfed animals that you've seen and heard about all probably breed very well at a young age. I think the main factor that might work against these animals strictly in a breeding discussion, is that powerfed animals are usually obese, or on the way to being so. Obesity has shown to be problematic in breeding many species of snakes.
