I'm guessing that was said in jest but seriously passing some sort of basic test in order to be permitted to obtain the big 9 is a much better idea than a total ban.
The other thing is many localities of Boa constrictors don't get very large at all. Tarahumaras, Hogg Isles and some of the other island forms have small adult sizes, are being bred by only a handful of people that are generally experts and are basicly only being purchased by experts, or aspiring experts.
The whole thing is way too reactionary and just has not been very well thought out. Sitting back and allowing this too happen will set a bad precident and further embolden those who want all herps banned.
