Depends on the height of the enclosure where the bulb is mounted.
Offer shady retreats as they are opportunistic sun worshipers.
in the wild they will bask for awhile, retreat, bask some more, retreat. They need some shady areas to self regulate.
Additionally...
Dragons have thick outer dermis layers that are nearly opaque, therefore they need intense uvb.
They require more uvb than most reptiles.
Do some searches and reading on it.
