The bottom line is this --- whether they are included as Florida ROC's or not, you can bet they are on and will be included in the Lacy rule changes, as the AR agenda pushes for a Lacy ban on trade through USF&W. Minor details like that mean little to them. Half-truths, rumors, innuendo, jumping to conclusions, and manufactured evidence are their stock in trade...SOP for AR folks.
