It wasn't "really easy", and took me an hour or 2 to complete. I had to break my huge long mess of a comment into many parts because of the 2,000 character limit, and I send it in parts, (each labeled, like - "This is part 1" and so forth, all the was to 13) but seeing as I'd like to be able to continue keeping these creatures when there is no good science supporting this sort of ban, I did it.

I am pretty sure USARK gave detailed instruction on their website, with how to streamline comments.
(I'll note that probably even fewer folks replied then what it seemed, because of comments like mine that took 13 entries to get all I wanted to say in, I know a few other folks who have sent similarly long winded comments in)
