I wouldn't recommend using parazap as a 'dust'. Its designed to be made into a sort of 'tea' and fed by eye dropper. Using it as a dust would make it less effective or end up with the dragon having too much. I don't know if there is any risk of 'over dosing' on parazap, but like any herbal remedy, it can have side effects if taken in too high doses. All natural doesn't mean safe and side effect free.
