Try raising the basking site up a little towards the light so that the surface temp will go up to 120 to 130. I would also try to cut up the food and just feed him smaller meals. Hopefully you can get him to eat more often that way. Hopefully in time it'll start to turn around. If you have a mesh lid, I'd try to cover it up as much as posssible.
