I don't know that it is fair to label the permits as useless.
They are useless if your goal in applying for one is simply to get around the road hunting/ROW law. And frankly they should be useless for that purpose because that isn't what the permit is intended for.
I think too many people applied for permits over the last year or two (or had themselves added to existing permits) simply to get around the ROW law.
And the permit must specifically stipulate that you CAN collect on the roads and ROWs because those techniques are currently prohibited.
Just for the record, I'm not on anyone's permit right now. I could easily qualify for one should I want one, but I am not going to apply just so that the laws don't apply to me. I don't like this law, but I don't feel like I should use that "back door" to get around it.
