No, its for attention. At least that is what the public thinks, and they may be right in most cases.

We do so with dogs because it benefits the dog - they need exercise and they are social animals. Plus dogs come back if loose in most cases.

I believe exercise is good for snakes too and achievable in a house or backyard. But a snake will try to get away at a park (or anywhere) - it has no social ties to you. That is a big difference. People know that too. A loose snake in a park is bad press.
