They did get a few things wrong and there are a few rather vague rules.



I think some of it is good, but not familiar with the town and circumstances.



In my opinion a concentration of hoofed herbivores can do serious damage to a watershed. Topsoil washes away and fecal Coliforms along with other pathogens become abundant. Excessive turbidity and Nitrogenous nutrients contribute to pollution as well.
