I have pieds and hets that year after year tend to produce low-whites or high-whites or in between. It is not guaranteed, though. The highest white pied I have produced to date came from a female black-backed het that consistently produced low-white offspring. If you are breeding a male with the tendency to produce low-white to a female that tends to produce low-white, I could see how that pairing might never produce high white. I do believe, though that you'll eventually get some hatchlings in the 20% to 30% white range. Now, I am in no way suggesting that a high-white pied will produce high-whites or a low-white will produce low-whites. I am just saying the % white in their offspring does seem to trend.
