I have seen white/off white on the chin, but that is quite a patch of PURE white on the throat, as far as I can tell. I have never seen that. That may be a pied.
I would hold on to it and start a breeding program. Check with Mike Bodner and see what he thinks; he knows much about pied Black Pines.
