It requires TPWD to, when creating regulations that could cause an adverse economic effect on small businesses, draft an economic impact statement and a regulatory flexibility analysis. You have protections as a business and you have zero protections as a hobbyist. Many "hobbyists" are really businesses. If you sell offspring you are a business, you are commercial. And you should admit it. Some hobbyists prefer to "pretend" they are not businesses. They buy, sell and trade herps yet won't admit what they do. If you are a breeder you are a business. If you have a pet turtle you are a pet owner. We need to establish the herp industry as an industry. If not, we will keep losing to the AR academics, state biologists and others pushing the banning agenda. | ||
