Is it approaching a shed? Could be moisture getting between the new and old skin to loosen prior to a shed cycle. It could be a bacterial or fungal disease too. Are the blisters forming and rupturing? I am sure a good herp vet could culture and tell you exactly what it is and how to combat it. My first guess due to the blistering if it is not a burn would be fungal. If fungal, antibiotic ointment probably will not do any good. I had a ball python many moons ago develop a belly scale fungus. I believe I used a weak bleach solution to help rid her if it. I think it was like 1 to 5 bleach. Maybe foot powders or creams for fungus/athleted foot may help, but be careful with application. I know foot powders/antifungals are used to combat mold on eggs, so should be OK if applied to belly scales. Without knowing the specific cause, anything is a shot in the dark that may or may not help.
