I use the same surface temp for aspen or paper. I recently switched to paper because of the problem of keeping my hot spot maintained with the aspen... Mine is about 90 degrees... again... on the surface of the newspaper or aspen. The temp of your heating element (heat tape, pad, etc) doesn't really matter because that's not what your snake is laying on.
