Regarding Road Collecting Stamp legislation...this passage from TEXAS SNAKES by John E. Werler and James R. Dixon, University of Texas Press, Austin, 2000. Seems relevant...regarding the Gray-banded Kingsnake, page 149:
"..., when the snake is most active above ground, scores of reptile enthusiasts -- some from as far away as Mexico, Canada, and Europe -- flock to the snake's habitat for a chance to find one of these highly esteemed serpents."
Seems to me the State would want the tourism revenue. Just one extremely qualified citation for the case.
