Just a scam, a socially legitimized scam.



Confiscate...beg for donations...then re-sell the animals.



Doesn't sound like the animals will be any better off. The confiscators, admittedly are not in a position to properly care for the animals and by the account aren't sophisticated or knowledgeable enough to properly care for them either.



I'm sick and tired of the Dog and Pony Show that "Authority" gives all these pretenders.
