Isn't it funny how H$US continues to push for an immediate enactment of the federal constrictor rule change, even when doing so goes against the administration's very own executive order (EO13563) made on January 2011, requiring all rule changes to be subjected to cost-benefit analysis oversight by OMB/OIRA?
