Well, unless it is someone's ridiculous hybrid project, that is DEFFINITELY a VERY aberrant patterned "something"..LOL!



Closer, more detailed photos will certainly be needed for proper ID though as to exactly what it truly is. However from what little I can make out there, it does "seem" to be a newly-hatched Eastern milksnake.
