It sure sounds like it to me. Maturity is the key factor, moreso than size. at 12-13 lbs she is good enough. But what is most important is her body composition. If she is young, and 12-13lbs of body fat, she would not be suitable to breed (in my opinion.) But if she has a muscular body, and does not resemble a flat tire while on an empty stomach, she should be good to go.
3 years is considered young by some breeders, but like i said, I would go by body composition. If she's more muscle than fat, she should do just fine. I'd give it a shot.
