Hi-



Well as bad as this might sound, if he is not eating and already having eye and food issues things don't look good. Just as a note NEVER buy a chameleon with eye issues. Is it both eyes or just the right eye? With him being so young, there is not much you can do. I would try contacting the store or breeder you got the chameleon from and find out how they were being cared for and explain the eye issues and ask for a replacement that dose not have eye issues.
