He certainly sounds sick, I would put him outside in a birdcage or on a small potted tree in a bucket with half shade and half sun during the day, this does wonders. Mist him several times a day with a spray bottle so he can drink the water that forms on his lips. His cage shouldnt get above 80degrees during the day and not under 45 at night since he is sick, 72degrees ambiant temperature with a warmer(80's)basking area would be perfect. Might I ask where you got him? surely not a pet shop....
