OT this week... snake ID wanted

I remembered this picture of a snake I found here in Maine 25 odd years... I have never been able to decide if it was a garter snake or a redbelly. It's an odd color for either snake here in Maine but the rusty colored marking at the neck along with the lighter blotches at the supralabials keeps me thinking redbelly. It's size fell within a range for a garter with an adult pattern but also within redbelly range.

Since for the most part I have a difficult time recalling things clearly from last week I can't provide more details than that... so any opinions/ideas?

Not the best photo I'll admit but before I could take others or examine it more closely it managed to make a quick escape into a nearby rock pile.
