It sounds like your husbandry is fine, so I might question the time of day that you are feeding. At about 10pm I'll put a small fuzzy mouse in with the babies. At 6am I remove any remaining mice. I wait one full week before I attempt to feed them again. I believe this is the only good time to attempt to feed baby boas. Switching from live to f/t, or from mice to rats are also good suggestions, but in my experience they will all eventually eat a live fuzzy mouse. Don't worry about how long they've gone without eating. I still have one little snake that was born 6/2/12 that hasn't had his first meal or his first shed. He probably won't survive, but that's just natural selection taking its toll. My point here is that a baby boa can go a long time without eating. I should also mention that our of about 200 boas born at my home this year, this is the only one that hasn't eventually eaten, and this guy also has a defective eyeball -not sure if that has anything to do with it. You may also want to add a toilet paper roll into the tub, sometimes boas need a place to feel secure.
