It's a joke Gerry.
It can go like this, "Hey where's (insert friends name here, I'll use Cole) Cole, the game starts in 15 minutes."
"I don't know, getting his hair permed."
No guy gets their hair permed this days, well at least they shouldn't! Hence the joke and the teasing of his possible lose of manhood.
